For the Province of Flevoland, we analysed the Provinciehuis in Lelystad as a real estate asset and investment from the perspective of the owner—the province itself. The Provinciehuis is the seat of the provincial government and administration of Flevoland, located next to the central train and bus station in Lelystad. 

Our assessment focused on uncovering latent vacancy and underutilised space within the building and identifying opportunities to optimise its use and performance. We structured the vacant areas so they could be sublet to third parties, and we supported the province in preparing these spaces technically for subletting. On the legal side, we assisted in drafting the lease agreement and defining the commercial terms and conditions to enable a solid sublease arrangement.

From a financial and technical standpoint, our work provided the province with a clearer understanding of the performance of the Provinciehuis as an asset, enabling a more sustainable and market-aligned exploitation strategy. Throughout the assignment, we advised at the highest levels of management and governance, ensuring that decisions were fully informed and aligned with both operational needs and long-term real estate objectives.
